With over 35 years of law enforcement experience—21 in leadership positions, including managing the daily operations of the nation's third largest sheriff's office —Mike is recognized as a forward-thinking leader known for his innovative strategies and effective leadership.
Lovey Johns
Lovey oversees the Audits and Inspections Unit. With more than 10 years of management experience, she excels in applying a strategic, data-driven approach to leadership. Renowned for her expertise in analyzing and interpreting complex data, Lovey is highly effective in her role.
Zachary Lee
Zach manages the Policy & Planning Unit. An attorney by trade, Zach has spent his career pursuing criminal justice in Harris County from every angle: first as an appellate clerk, then a defense attorney, prosecutor, and policy analyst. Before that, he was the editor-in-chief of a daily newspaper and executive editor of a law journal.
Brian Schmitz
Brian is responsible for planning and implementing an overall strategy for the Harris County Sheriff's Office's grant activities, including supervision of grant personnel and managing the grant process from application to award to performance reporting. Brian has 27 years of experience in grant administration, budgeting, and policy analysis.
Frank Webb
Frank is a Project Manager with 44 years of law enforcement experience, having served with both the Houston Police Department and the Harris County Sheriff's Office. He brings a wealth of expertise in collaborating with public and private sector entities to develop nationally recognized criminal justice programs and curricula.
Sean Williams
Sean is an Assistant Director overseeing the Harris County Sheriff's Office's public safety bond project portfolio. He played a key role in launching the county's first-ever flood rescue program in the wake of Hurricane Harvey. Sean is in the process of earning his Project Management Professional (PMP) certification and his Master in Public Administration.
